The United Nations Interregional Crime and Justice Research Institute (UNICRI), through its CBRN Risk Mitigation and Security Governance Unit, is expanding its pool of experts in the area of chemical, biological, radiological and nuclear (CBRN) risk mitigation and security governance. The Institute therefore invites individual experts to express their interest in contributing to its activities aimed at strengthening global efforts in the prevention, detection and response to CBRN risks.
UNICRI works with Member States, international organizations and other stakeholders to enhance capacities in addressing complex security challenges, including emerging threats related to CBRN terrorism and illicit trafficking. In this context, UNICRI seeks to expand its roster of qualified experts to support the design and delivery of capacity-building programmes, including the development of training materials, guidelines and tabletop exercises.
Areas of Expertise
UNICRI is particularly interested in experts with demonstrated experience in one or more of the following areas:
• Intelligence and intelligence/law enforcement operations, including OSINT
• Undercover operations and investigative techniques to combat CBRN crimes, in particular related to chemical materials
• Preventing the illicit procurement of dual-use materials, including through e-commerce platforms
• Cybersecurity aspects related to CBRN risks and threats
• Planning and responding to CBRN crises, including experts with civil protection and crisis management expertise
• Radiological and nuclear emergency preparedness and response
• Knowledge of emerging technologies for CBRN preparedness and response, such as drones for radiological mapping, remote sensing, AI-assisted modelling, digital twins, and sensor integration
• Health system preparedness for CBRN incidents
• TTX/FX specialists: exercise planners, scenario writers, simulation facilitators for CBRN events
Profile Requirements
Interested candidates should meet the following criteria:
• Proven professional experience in at least one of the thematic areas listed above
• Demonstrated experience in designing and/or delivering training activities, workshops, or capacity-building programmes
• Strong understanding of international security frameworks and emerging threats related to CBRN risks
• Experience working in international, governmental or law enforcement contexts is highly desirable
Engagements will be defined based on the specific needs of each activity and the expertise of the selected individuals. Expressions of Interest will be reviewed based on relevance of expertise to UNICRI’s areas of work and demonstrated professional and training experience.
